As usual, Microsoft is attempting to create an interface that balances the needs of a touch interface with traditional keyboard-and-mouse interfaces. Zac Bowden over at Windows Central reported that his sources at Microsoft said this image "is representative of the design goals that Microsoft is hoping to achieve with the next version of Windows." He also reports that Microsoft is working on a larger redesign of other elements of Windows, including a new lock screen and notification center. You can't get the upgrade price for EX from a Wacom license (you would have to buy the permanent Pro license and then EX, or wait for a sale and just buy EX with no upgrade path). If you buy CSP separately from the Wacom, it's a permanent license and can be used the way you're wanting.
